Is there a difference between 1) the cost and 2) the quality of work between the two?

I've had a mixed experience with programmers anywhere overseas; there are some really great programmers who do excellent work are highly reliable. Some are pretty-much the opposite. Suggest that in any case you issue some small tasks to a dozen programmers - one per programmer - you'll find half of them don't turn in their work on time, with sufficient quality or at all. Repeat with the remaining six and larger / harder tasks. Weed them down to about three and then stick with them. Always try to work with two freelancers at a minimum, not one. You are too exposed with one.
