It's not exactly necessary for the Wikipedia page. That cover was withdrawn a few weeks after publication because of similar objections in Germany (30 years ago, when it was released). Wiki could have included the current cover pic with no argument (hippy-rock musicians).

I doubt many nations in Europe would define the picture as anything other than p@wn - probably child p@wn at that.

It was never 'art' - it was titillation for their male teenage fans, no more no less. Even the album title - 'Virgin Killer' was clearly aimed at teenage boys, while a naked pre-teen girl in bondage is not family-friendly fare in most countries.

Is it really acceptable in the States?

Mind you, there's plenty worse on the web, and I found several copies of that image in Google image search with no censorship.

Some bureaucrat is settling a grudge, I suspect.
