Not unprecedented. According to the Register, the Pentagon was cyber attacked [theregister.co.uk] a year and a half ago, June 2007. A response to foreign government hackers finally made it out of committee? :o LOL

Foreign government hackers also broke into the McCain and Obama campaign computers [guardian.co.uk], too. It's probably safe to assume everyone in government or associated with it, including lobbyists, are under attack.

I'm sure in 60 years we can have the information released under the freedom of information act, if its still around, to get some details on how much and often they are attacked, although intuitively, i would say its probably massive...
