They took about 100 euros (3 times in a 2-months period I think) from his personal bank account.

It appears that the criminals didn't know whose accounts they were pilfering from. Only small amounts were taken and used to open mobile phone accounts. McAfee's Avert Labs speculates that the original compromise could be through "carding," This could mean that his card went through a hacked card reader, perhaps on a foreign trip.

The entire French police force is chasing them.

I am guessing that French banks will have extra security forced on them by new laws in short order...

Caught ! Article [javno.com]
Three people are under investigation in connection with a suspected fraud on the bank account of French President Nicolas Sarkozy, a judicial source said on Friday.

Sarkozy complained to police in September after the cash disappeared from his bank account. The sum, under 200 euros, was used for a mobile telephone subscription.

[...]

Police sources have said the suspects used Sarkozy's bank account number and false names and addresses for the subscription.

The investigators think the fraudsters were not aware of the identity of the holder of the bank account.
