Whats up with it?

We have installed SP3 on our desktops and are having very slow response time whenever opening IE of Network neibourhood. or any typoe of network connection. we have removed WINS from the NIC config and it works great.

Question

Why is it trying to use WINS first? Or is it?
any one else see this?

not seen it personally I moved to XP, did read a few articles about SP3 and novel causing some issues and some issues with DHCP servers.

What is your Config.
