Next time I hold interviews for an open position I am going to give them a flattened image of how the webpage should look, a simple image editor (crop, copy, paste) and notepad. I am so sick of slice-n-dice wysiwyg kids that look good on paper and then get in here and I have to show them how to apply a class tag.. arrgh. Drives me batty..

sorry need to vent.

Out of curiosity, what positions do these kids fill, and (if you don't mind) what kind of money are you offering that someone with WYSIWYG-only skills is applying for?

I am not sure exactly what the money is for this particular position but I would imagine that it is around 30k a year.. in my area or the country this isn't bad money.. I myself am kinda the senior developer here and I am only making around 35k. I think there were two parts to this problem.. one: we got ourselves into a bit of a bind getting the position filled and I wasnt involved in the interviewing for the opening.. We are thinking that the existing skills may have been overstated in the resume. it wasn't caught in the interview.. this would have certainly been avoided if i would have been there with notepad and MSpaint.

Really, just some basic testing is a friendly environment is wise. An editor I know interviewing potential reporters would simply give them an assignment and pay them freelance rates. Some people are not comfortable with this and I don't know why.
