Is there a place to nominate "worst website?"

I was shopping online, minding my own business when...

I had my breath was taken away. I mean, you could sit down and try to design a bad site and you couldn't come up with this without a LOT of work. And, I found it clinking on one of those banner ads at the top of Google. And they have a great domain name. <snip>

Of course we cannot nominate specific sites for a couple of obvious reasons. :)
