That's obviously a retractable lightning rod.

I am quite sure this thing would make a perfect lightning rod. At least you could occupy yourself with turning the crank while waiting for the lighning to struck. However this is not it's original purpose, so - no. Not a lighning rod.

Actually I do not know if this is rubber. But could very well be. So much for the lightning rod.

Whoops. I only just figured out how this thing actually works. And the cone-shaped thing at the top is definitely not made of rubber. Quite to the contrary. If it were made of rubber the whole thing would not work.

Boy you are asking questions. I only found this thing somewhere on the internet. But I think it turns. Thats what would make more sense regarding it's purpose and at least thats what the little gears on the wheel seem to indicate.

Not used for medical purposes.

Agricultural tool is a very hot scent...

Little hint: The material of the thing at the top is of utmost importance.
