Yes it is a sonar device. I don't know if we're going to get any closer today. But lets try. Can I get a generalized usage.

Low frequency sonar It operates in the 650 - 750 kHz range. That seems low enough to interfere with AM broadcasts?

Another clue. I found this gizmo while looking around for info about Daylight Savings Time. It has nothing to do with daylight savings.
