Welcome to WebmasterWorld, toni. The bad news is your computer probably can't burn a cd. I don't think win98 can recognize a burner. It can play a cd, and should be able to play mp3's from a cd, but it probably can't burn them.

In any case, your answer to all your questions is probably installing the latest version of Microsoft's windows media player (the latest your machine can handle). Goto microsoft.com and search for it.

98II can burn cd's and dvd's no problem ..
for playback of mp3's search for either winamp ..or for playback of most every format including most things you will find on dvd etc go to [videolan.org...] and dwnload the free open source player ..

to record music and sound on 98II go here [audacity.sourceforge.net...] again free and open source ..
to advise you on what software and hardware to use to burn either cd or dvd on your system ..please tell how much ram you have available and what size is your HD ..

and I know you said 98 and not 98II but frequently people confuse the two ..

98 can play most stuff on cd including mp3 ..and with certain software can burn cd and dvd ..the problem would be finding the burner hardware especially for dvd ..most of the basic stuff that would run on straight 98 has been discontinued ..and dvd ( mpeg4 ) reproduction would be very bad anyway ..divx repro would be better ..what is important is how much ram you have ..and what HD space ..and also what is the CPU in your machine ..what type ..and what clockspeed?
