US Defence Department in talks with Google

The US Defence Department is reportedly considering incorporating the 'Google Adsense Termination Algorithm' (GATA) into their Automated Weapons Platforms R&D Program. It is unclear at this moment whether Google will grant security clearance for top Pentagon Military officials to access their Top Secret classified GATA software.
Speculation as to the likely outcome of such an alliance includes the use of US satellite based anti missile laser systems to automatically terminate 'accounts' found to be in violation of TOS. Advantages to this strategy include the limited capability of terminated account holders to lodge appeals against their termination, and a drastic reduction in terminated account holders re-applying with invalid identification and credentials. It has been reported Pentagon officials may also be concerned about mass panic during monthly 'Scheduled Maintenance' outages and 'QS' updates in Google’s systems.

I do not get that. Is 'account' used here as equivalent to a human being? And what TOS would they violate? Sounds as a nonsense to me?!

The code name for the program is "Operation ANTI-MFA"
