I called my neighbor for backup, and went up with a flashlight. A young man I didn't recognize was walking sheepishly toward the gate. He crawled around the end of gate, hanging over the edge, with is precarious enough during the day.
I told him nobody was supposed to be on the roof, and asked him if he lived in the building. He said he was "staying with somebody".
Seemed like a nice polite young man, perhaps in the military. Called me "sir". Seemed a bit confused, though. Figured he'd just gone up for the view. Maybe had a couple.
A few minutes later, I hear footsteps again. This time I call 911, then I call my neighbor to let him know. Neighbor says he had encountered the young man again, and told him he was going to call the police if he saw him again. So, turns out this was the THIRD time he was on the roof.
Police finally arrive, talk to me and the neighbor, don't see anybody on the roof. Police don't want to risk crawling around the end of the gate... We all agree he's probably no longer on the roof, though.
I suggest checking the parking garage, so go down there with the police. Encounter a HOA board member walking in from the garage. I ask her:
Hey, you you know anybody who has a guest staying with them right now?
Well, yes... my mother and sister are staying with me!
OK, well, that's not it...
(She notices police...)
What's going on?
(I explain that there was somebody on the roof.)
Oh, you know, somebody DID rapel off the roof last week. I got an email that went around to the board members. It was a renter - they locked themselves out.
(Looks on cops faces were priceless...)
(Then she said something about a break-in via the same route. Not sure if she said somebody DID break-in that way, or that board members were concerned that somebody COULD...)
Way I figure it, he was up on the roof 3 times:
- First time, went up with a rope, rapelled off the roof. That explains the vibrating noise.
- Went back up to get the rope. Got caught, had to leave the rope on the roof.
- Got caught going back up, waited, went back up and retrieved the rope...

I always used to break in the door to the apartment when I locked myself out. In most places I lived so far the doors were so cheap that calling a lock and key service was more expensive than a new front door. Besides most lock and key services ripp you off anyway.
Lock and Key service 150 EUR. New door 100 EUR. The fun it was to break in the door - priceless.
One time however I forgot my key and broke in the door. Afterwards I noticed that the knob on the outside of the door was turnable which I had not known since there was a handle inside. The door had been open all the time since I had not turned the key. Afterwards I felt pretty stupid.
