I would say read the submittal guideline of each particular engine, when submitting.

Getting incoming links from other sites(that are listed) seems to be the easiest way to get into engines. They usually find you.

Our site is well ranked in the English version of Google. Once we translate into foreign languages, should we still submit the relevant URL's to the foreign language versions, or will they automatically be added the next time our site is spidered?

Hi seaman, Google uses only one database. So there is no need to submit your site at sites of Google all over the world. Just add some links from your current pages to your new pages, and Google will automatically find them.

seaman, the same would apply for Lycos (FAST) and Altavista to some extent.

Yahoo uses Google and their own directory. For the directory part you need to submit your site to the regional Yahoo's (Germany, Denmark, Spain etc.)
