Roughly it says:
Ilse's goal is to be the best and most complete serach engine for the Dutch part of the internet. The service Ilse provides should be what her visitors expect: find the best internetsites very fast through objective criteria.
The criteria are:
- visible text
- meta tags
- incoming links
Ilse advises to 'optimise your site as well as possible'.
Ilse say it now spiders more sites per day. Ilse also clames to be the biggest search engine in the Netherlands with 46 M pageviews per month.
in case you had not seen it:

I think that anyone who has tried Google will never reach back to Ilse.
Their results might have improved, but the whole thing is so increadibly slow.
Also, they have stopped their submit today be indexed tomorrow feature.
That was one of the strong features of the old ilse (they still advertise to do so).
I think ilse is at best inpredictable.
It's still #2 behind Google in referrals for Dutch sites but MSN might take over that position.
My original post is merely a summary of their email to webmasters, I thought some non Dutch members may have received it.
The index used to be full of keyword spam before they switched over to the startpagina model. Now they've dropped the influence of their startpagina daughters and still pay attention to meta tags so who knows how that will work out.
The index itself doesn't seem bo be updated but that may change any day now. I haven't seen all that many changes: most top rankings are still top rankings and I have a few more now ;)
