For PFI I would take a look at the Euro chart [webmasterworld.com].
Main PFI SEs are Fast and Ink, perhaps in the future AV's programme will be worth the money.
PFI to directories can be a worthwile investment in local markets.

In Czech Republic and Slovakia, Overture and Espotting don't operate. Google Adwords can be used, but czech webmasters usually don't know it.
Could you tell us a bit more about etarget? Is it PPC Overture or Espotting style, with bids on keywords? Do they offer a keyword tool?
It's usual PPC, but it displays only top 5 results. Minimum bid is 3 SKK (~ 8 US cents) or 5 CZK (~ 16 US cents). Everyone gets free 100 CZK/SKK to try it.
There is an "optimize" button which gets you to top spot for all keywords (one time option). They don't have keyword suggestion tool, but the operators are helpful (but probably not used to foreign-language advertisers).
And how large are the partners you listed, do they belong to the major portals?
