I'm thinking to start a company that provides web translations into major european languages.
What do you think, does it pay off?
What kinds of problems might occur?

I think for translating services you need native speakers in
the first place. Also try to find specilists for certain areas of interest who speak your clients 'language' (technical, medical, financial).
In some (most?) cases you'll have to proove some evidence of
earlier work.
