.fr, .nl, .it, .es - Domains

My company is planning to go international - that is europe-wide.
I've read so far about .fr, .nl, .it and .es - Domains that you need a "local" in order to buy/get/use these Domains. No problem with that.
But: could anybody from these countries tell me something about the average pricing for domain-hosting and the best providers there?
Next question is about the IPs for these countries: do the SEs check the IPs (IP-Range) for the countries to put them in google.fr and so on? Or is it possible to put up the servers in a different country, but use .fr, .nl, .it, .es - TLDs? Maybe use a "kind-of-hidden"-302-redirect from there?

To the second part of your question: Server location should not be a factor here at all. The single most important factor is the language of the sites. If you set them up in spanish, french, dutch etc no major engine will refurse to list them.
Furthermore local domains do help. Where they are served from anyhow does not matter.

For obtaining local domains there are two ways generally: Go to a registrar who handles international domains - or use local registrars. A start are the appropriate cats in ODP>world>[country].
