Is there a definitive resource that notes the top(subjective, I know) English-language search engines and directories in Europe, South America and Asia, as well as any in Candada and Mexico?

Canton to answer your question for Europe: the same engines that you know from US. The vast majority of Europeans search in their native languages. All big engines offer local search as default, with worldwide as option. So make sure you do well in Google, Fast, and you cover most of it. Still important in some countries is AV. Looksmart is also an option.
A different story - and a different forum - for UK as well as Asia.
