Paypal for being paid and pay without retrieving money

Paypal is very popular. However in many countries like Argentine (unfortunatelly) there is no way of retrieving payments. That is: As argentine user I can't get money from paypal but I can pay using paypal:

My question (It is not in the FAQ): May I use paypal to charge my clients and to send money to others?
I mean I would never get the money in my hand but may I use it for buying or paying other services that accepts paypal payments as long as I get paid but paypal's users?

Is there any other alternatives? I found moneybrokers.

Haven't used it, but its what a lot of gambling sites use. Its completely anonymous...so i'm sure a lot of illegit things go down...but its like that with any offshore bank. I have heard good things about egold though.

yes you can pay your suppliers with paypal from your balance held by them.
