***PayPal Maintenance***
The PayPal website and functions will have Maintenance tentatively scheduled for
1. Friday, February 21st at 12:30am PST to 3am PST
2. Wednesday, March 12th at 11:00pm PST for 3 hours
also of note:
Direct TV Satellite broadband customers with a Residential Account are currently unable to access PayPal.

The issue is on DirecWay's end; what happens is that residential customers are assigned non-routable IPs (10.x.x.x) and once a residential customer's traffic hits the IP backbone, the IP address is switched to a routable (66.x.x.x or 205.x.x.x) address. When the address is switched (or swipped), the packets are dropped at a proxy server/firewall.
The workaround is that customers can upgrade to a "Business Edition" account which will assign a static, routable IP to the user. The customer would need to contact DirecTV/DirecWay for more information.
