I'm working on a service which will be free for the first few months whilst I build a user base. However, I'd still like to be able to verify users addresses using credit card info (for security and to prevent multiple signups).

I can't find anyone who provides a standalone AVS service, all the ones I've seen require a merchant account. any suggestions?

Who would give you their credit card just to verify their address? I sure wouldn't.

Credit cards are for purchasing, not for adress verification. I can get credit cards with any address on them I choose so that means nothing.

What about verifying the address with a phone number? There are Web services out there that will do this job. Try a Web search for "telephone verification web service".

verifying the address with a phone number? never heard of that. unless your talkign about using public searches in that case just use whitepages.com reverse telephone look up

That is because they have merchant accounts and get away with it. And it doesn't help becaue ebay is full of scammers using gift cards with fake addresses.
