"Buy Credits" System for OSCommerce

I have a client who wants to sell downloads. I am looking at an OSCommerce solution but the downloads are low cost and all the same price so he wants to put a minimum purchase on the site. For example spend £10 and get 20 credits, which would allow the customer to buy 20 downloads but not necessarily all on the one visit. The customer could retain a balance of credits and call back later to download more.

It does not necessarily have to be OSCommerce. If another solution is available I would be happy to use it.

Can anyone advise on this?

I've seen the MicroPay system in AspDotNetStorefront, but have no personal experience using it.
