i am starting an email service that involves a subscription fee. how would i be able to do this?

ok maybe i was not clear enough. i want to accomplish 2 things.

(1)recieve a payment for my e-mail service.
(2)be able to recieve the payee's email adress so i can send my bulletin on widgets.

do any of you know a method that can accomplish this. any help would be greatly appreciated.

By email service, do you mean you want to send them a newsletter or do you want them to signup for an email account on your server/domain?
