We want to run an online draw where people pay to play. So far, NOCHEX have said they will allow payments to go through their gateway as long as the competition is wholly skill based.

I have read PAYPAL's Ts&Cs and they say as long as I exclude US traffic, and it is skill based, I can use them too.

But I have found websites that use no skills for their draws yet PAYPAL are being used as the payment method. Is this because they (PAYPAL) have not noticed the site breaks their rules?

If we introduce an element of skill into the draw (which is my preferred option, my business partners want to run a simple draw), and turn it into a pay to play competition, how much skill is required? Does it the competition have to be Brain of Britain level to qualify as skill based?

I know there are people out there that have done this - please help us out here.

OK - I'll answer my own question. It looks like this is almost impossible to do. Worldpay have said no, paypal have said yes if there is lots of skill involved as have nochex. I can't find a merchant account that will do it whatever level of skill is involved.
