It's a pity that the people have had such losses, but illegal practice on the Internet should be dealt with somehow. Otherwise it could ensue much worse consequences.
On the other hand there's presumption of innocence principle, so let's the court say its word.

I wonder who was behind it?

It was a crooked American company called Nepco, who also operate other web sites in the UK pretending them to be UK-based, they even use UK phone numbers which are routed through to the USA.
