Best Payment Processor?

I'm trying to understand better the current payment industry.
What are the best gateways out there?
So let me ask more specifically...Beside Paypal and other well-known names in the payment industry.
Which other gateways can take
offshore merchants? in other words, for non-EU, non-US
multi-currencies?
Low risk-Medium Risk businesses?
Low fees? as in competitive to the rate of Paypal.
And minimum formalities and paperwork.

The market is saturated yet I still can't find something that covers all bases.

I would have thought 2checkout ticks most of your boxes albeit fees a bit higher.
I've used them for many years with few difficulties, but then again, my requirements are very non-demanding.
When I've considered swaping away from them over the years to save a percentage point, I've always (thankfully I suspect) decided it just wan't worth the gamble i.e. grass ain't always greener.

If you have a website you definitely need to accept paypal payments. A lot of customers have paypal accounts, and it is trustworthy.

I would wholeheartedly vote for Stripe.com too... I use them for several businesses (ecommerce and SaaS) and they've been absolutely brilliant.

That is why I suggested Stripe. I always give my clients, or in the case of sites I own, my visitors, the option to pick which they prefer. Before I added Stripe to one of my sites, I actually had a customer abandon a sale and when I contacted her and asked why, she said she does not trust PayPal. Bottom line - always offer visitors/buyers at least two payment options.
