How to install menu like that

My project is similar to this site (site which has more than one three-column drop menu in the navigation)

I want every product to be shown in menu like that. Even when my customers are not on homepage, they still see this menu
Anyone here can show me the way to imitate

First of all you must implement a menu which has all your categories and sub categories.
Than you have to choose the layout where you want to display the menu, According to me a header is the best area.
And you can use sticky header for the menu, Which will be displayed on every page and in any area of the page,
Because it's sticky so it always there in the top...

How many categories/subcategories/items are we talking about? There is a point of diminishing return to have "everything" in one menu, particularly a css driven menu. these "hidden until clicked" drop downs are still links and in most cases more than 100 links on a single page does not do very well.

Your ON ALL PAGES header should obviously link to the home page, and usually there are category or subcategory pages between, and those are where your items are usually listed.

Are you using a CMS or hand coding a regular site? Are you using any database to inject the pages? These answers will help determine other questions to see your best effort attempt that we can help troubleshoot.
