What I have done is tracked down all the I.P addresses of the culprits and blocked them from accessing our sites.
I’ve also now stopped delivering to certain areas of London, namely E1 through to E18.
We are belt and braces with our card processing, there is nothing else that can be done, unless we manually approve and 192 every sale, but this is an impossible task.
Can anyone suggest any other bad areas in the UK that we should blacklist?

All I can say is report all frauds to the police, block or check all orders from the east end of London But remember that E14 is Docklands and you may get orders from there, from office workers etc. There are 'home' addresses in E14 but not very many. 192.com allows you to check the Electoral roll if they are not there its probably a fraud. If you sell high value items it may pay to check for everywhere.

If you're interested in history, take a look at Charles Booth's 1889 Descriptive Map of London [umich.edu]. Notice the high concentration of Black coloured streets around east London. The key describes them as 'Lowest class, vicious semi criminal'. I don't think much has changed (or if it has, it's changed back again).
Pirate DVDs, smuggled/knockoff tobacco, dodgy goods, are on open sale (even in the vicinity of police patrols).
Violent attacks seem quite common, judging by the request for information boards which keep appearing.
Gangs of youths (11-18) out on the streets smoking/drinking/causing trouble even way after dark every evening. Quite what happened to the offence of loitering with intent I'll never know.
Almost all ground floor windows (and many other floors) have steel bars, and for good reason. No shop fails to have a complete steel front locked down overnight.
Graffiti everywhere, scattering of drunks or otherwise out of their mind persons. Plenty more evidence of crime easily visible in the area but this post is long enough already!
Electoral rolls are of little real value in transient communities such as East London.
Basically if it is evena little bit suspect we run checks nowadays. Wastes valuable time, but we have been stung once too often. And as you will know, it is the seller that loses out EVERY time, not the bank or the buyer.
How many area you can blacklist this way, I think you should report it to police.
As many as it takes, they have all been reported to the Police, but IMO its a waste of time, as nothing gets done, and I don't get the money or stock back.

When doing a CNP tranaction you can enter the house number and post code after the card number and exp date, this will then auto check the card# against the card owners address.
We have had this system in place for the last 3 years, its not infallible.
I got 4 chargebacks in the past 2 years, but three of them was from London, England.

Our web sites are now carrying this message
"Please note: We DO NOT process orders from London with the following postcode prefixes: E1 through to E18."
I did a quick check, out of the last 8000 orders placed, only three originated from E1 to E18 postcodes and all three were fraud, so a blanket ban on that area is not an issue, I just pity the law abiding people that live there.
