How to tell if the site was punished by google

I recently found that there was a dramatic traffic drop of one of my major competitor, it's now only 10% of its golden age.
Their site is [example.com]. I'm very interested in the reasons. Is it b/c they are punished by google? Why got punished? Or the drop is normal b/c they cut their ad budget? Any one want to share your ideas?

Just to answer his query, many sites have seen dramatic fall in the traffic since the panda update. Google changed its algorithm to improve the quality of web search. Many of my sites too have seen dramatic drop in traffic. But i know the holes that i need to first fill before google gets me back to where i was.

Just ensure to follow google's quality guidelines to the core, and you will be rewarded.
