i want to start an online store but we need 400 sales a month of low cost items.

whats the best way todo this besides overture and adwords please. thanks

Without advertising? You need to swap links with complimentary goods/service providers who have high traffic and high PR.

If you're selling something that everyone else is you're going to need to value-add so people have a reason to come to your store before others (and keeping coming back to your store). The question you need to ask is "would I add my store to my list of favourites instead of my competitors?"
