How do i downgrade a paypal business acount to a premier account.

I think the best bet is to contact paypal and ask.

To change your account type from a Business to a Premier Account, please let us know by choosing My Account Profile > Downgrade account on our contact form.

(I typed in your question exactly into the Help section on Paypal and this is what came up.) Good luck with it!
