Well... Are you talking about actually employing somebody? Because 20k US isn't even minimum wage. So my answer would be no. If somebody is willing to provide service for 20k, then obviously you want some kind of proof. Ask for references and do the obvious things you'd do to have somebody verify their claims. Have some kind of minimum in a contract or something. Otherwise, you will most likely be throwing your money away.

I had a fellow who was a good salesman, he wanted around 20k to do a full seo on the website, he promised to seo all the pages and have us up and going by Christmas.
He knew a fellow who began selling Nicorete out of his garage and used him to optimize his website, the Nicorete guy is now a millionaire.
I told him no thank you, and he still kept calling back. Even offered a lower price later on. I could tell he was a big guy, because he had a very heavy jovial voice.

When hiring an employee, as in all things in life, there are no guarantees. You need to compare the salary (and any benefits) and job requirements to similar positions in your area. As others have mentioned, $20K in the U.S. is barely minimum wage. The same amount in other parts of the world may be upper class wages.
Put yourself in a prospective applicant's position- would YOU work for $20K doing that job?

So true on the web in general. I talk to people every couple of weeks who can't understand why they can't attract any affiliates who will sell their products full time. Well, maybe it's because your product is $20.00 and they're only getting $3 when they sell one.
Then I say "So unless they can sell 3 an hour, they'll make more money working at McDonalds.". Then it sinks in.

The big guy wanted 20k for just a month or two with no follow up. He did not offer a payment plan.
If you call 8 hours a day every day for a month, you can probably get at least one. That's around a quarter mill a year salary for just making calls and putting up an SEO site, maybe with some fake reviews. Google map it if you can find the address.
