Have PCI requirements been pushed back again by visa/masterc?

I remember reading that PCI compliance was going to be mandated as of July.
Has it been pushed back yet again? It seems many companies selling shopping cart software are still not compliant.

Im confused, PCI compliance is and has been in place. Perhaps you are talking about PA-DSS which I believe was due to be enforces this past July but has been delayed.

Delayed for a fourth time? Until when?
I checked the FAQs at the PCI Security Standards website, but they are all at least a year outdated. Do we even need to take them seriously anymore?

Meaning a new ecomm application doesn't have to put up the 40K in pa-dss fees when they are just starting up?
How is a new cart suppose to enter the market with these high startup fees, not to mention you have to have more than 1 employee to start as you need code reviews and the like...
These rules are preventing innovation for startups don't you think?
