Welcome to Webmasterworld. No problem on your English being poor - most people here will figure it out.
The best way to do it is make the website exactly what you would want if you were a user/visitor. After that, try to get some inbound links from sites that might appreciate what you've done. Others will have more advice, but that's how to start.
