i herd if i use verified by visa @checkout then if cardholders Enter password on vbv page then he can't request chargeback as "i don't bought it". they only can chargeback for damaged items ... is that true 100% ?

I doubt it. I think that he could always claim that someone stole/hacked his password.

in google i saw that no visa site ... says shop is not responsible if vbv password entered ... <snip>
however on visa site there is something that says like that: [usa.visa.com...] How merchants are protected Verified by Visa can provide merchants with significant savings in fraud-related costs. Merchants who use Verified by Visa are protected from fraud-related chargebacks on all personal Visa cards—credit or debit, domestic, or international—whether or not the issuer or cardholder is participating in Verified by Visa, with limited exceptions.
is that 100% true ? because vbv drop sales, i want to sure 100% vbv protect me 100% against chargeback then i can try it ...

I think they key issue is "with limited exceptions." Read their fine print carefully. I suspect they are not actually that limited.
Like Brett, I didn't see any specifics on the site. But I assume the contract you sign with them should have them spelled out. If not, contact Visa directly.
And as with everything else related to CC processing, terms can change with little notice. So carefully scrutinize all change of terms of service notices.

your more than likely going to be more secure but to answer your question the answer is NO. There are ways you can get a chargeback but many other ways are reduced as well as your sales.

My card processor insists that VBV/MSC is used. I have had one customer who had a problem with that and sent me a cheque instead. (This dealing with regular small business customers who give me a lot of feedback).
Having had a fraudulent transaction on my card recently through a US merchant who did sweet FA in the way of verification I have no sympathy with the "lost sales" whingers. Luckily my card company detected that I was doing a chip and pin transaction in London on the same day and contaced me at once.
