Unless it's prohibited by PayPal's ToS, it should be okay to do.
But I would certainly never use PayPal for payments unless I was selling tangible products.

I guess my question is if I can sell audio files via PayPal. Does any body have any experience on this?

I have sold non tangable goods via paypal using their IPN tools. (Instant Payment Notification)
IPN means paypay will send the user back to your site, and it will alert your payment script that the payment has been made. If paypal says paymenk is OK, deliver content. If there is an error display an error page.
Your product is different though, because it won't be sent to the users PC, it will be sent to a phone number. In this case have them visit your site and make the payment, and also supply you with their phone number. If the payment is OK, use your procedure to forward the ringtone to customers phone, else display message.
Mack.

Programatically, it's not that difficult.
The issue is that PayPal offers absolutely no protection if you use their service for non-tangible goods. If a buyer decides they don't want to pay, they simply file a dispute with PayPal and the purchase price is cheerfully refunded to them. So if you use PayPal, you have to decide what level of losses from fraud you can accept.
