I don't get it... Is it just for bulk or something?

I'm not sure what it is either, but it looks like a way to save some money on USPS shipping. There must be some sort of a minimum?

I don't think this is a way to save money, since it says if you want to know the prices, check the retail price calculcator. This looks like a way to calculate the price of a shipment if you know the zones and the box's square footage.
