I have seen Paypal ATM Card is only available for US Residents. Is there any alternative to get ATM prepaid ATM card that is reloaded by Paypal.. have small fees like paypal.

Do you really think you would want to use your Debit Card on PayPal as long as sites like #*$!.com exist?

Try the PayPal Debit Card. It draws right from your PayPal account and you even get 1% cash back on purchases! :)
