If there is a song, songs or album that I like, are there any systems that allow me to earn money for promoting folks to a pay-for-download platform for the music?

Amazon affiliates might be of interest. There is also the iTunes affiliate program. Basically you earn commission for leads that result in sales.

There are a number of download services that have affiliate marketing arrangements. I have found affiliate links for downloads generate fewer sales than those for CDs. I would go for a merchant such as Amazon that offers a choice of both CD and download rather than a specialist download site.
