I know that paypal is available in taiwan (although there is as of yet no chinese language version of paypal). I know that taiwanese people can fund their paypal accounts with credit cards. My Q is: can they fund by bank transfer as well?

No you can not fund a TW paypal account by bank transfer, it is by credit card only.
