PayPal cannot complete transactions

I've helped a client get a website set up that sells products through PayPal but we can't figure out why the final transaction isn't working. Apparently there's no error message or anything when customers buy with credit cards or paypal directly.

Is there a way I can test the setup without paying and what can I do to hopefully fix it?

MasterCard has a test credit card number:
5454 5454 5454 5454
Exp 12/10

You can try to run that number for $1.00 for a test authorization.

I also think that PayPal has a sandbox version of their gateway to test transactions.
