They generated traffic from mainly garbage sites with a near 100% bounce rate from pages that perform extremely well with other PPC platforms such as Adwords.
I ran campaigns using traffic from only their reviewed sites, so I guess their guidelines aren't as strict as I would have liked.
I found there UI to be restricting and frustrating. For example, declined ads and campaigns are simply deleted leaving and advertiser to recreate a completely new campaign simply to make a minor correction.
Keep in mind that my experience is based on advertising in my niche and my limited experience using AdBrite. Those with a greater knowledge of the system may fair far better than myself.
Also, the founder of Adbrite is an internet "hero" and he used to be a member here. He had his 15 minutes of fame back during the tech boom/bust.
But for sure, there is a lot of lower tier sites with dubious clicks. I will use them again someday, it was not very expensive, you just have to put in the time to delete the sites with the dubious clicks.
