Monetising traffic from outside my territory

We resell a range of niche products for which the manufacturer insists we can only sell inside our designated territory. The problem is we rank for a lot of terms worldwide on google.com. Ranking internationally means that around 2/3 of our traffic can't be monetised through product sales.

What is the best way to monetise the wasted traffic? Would adsense be a good bet? We can geotarget the visitor and figure out reasonably accurately where they are from. Any advice much appreciated.

Can you not speak to other teritorial resellers, and set up a sort of P2P affiliate program? Earn commision on a CPC or % of converted sales?

The main problem with affiliates is that our sales tend not to be closed loop ie 60%+ are done over the phone via account. I doubt affiliate is realistic for most of what we sell.
