Who handles CISP compliance? The credit card merchant?

Visa / Mastercard do. There are companies out there that will test your systems to see if they are compliant. And then you get the "certificate". You are subject to periodic tests as well.

Well, I am setting up an ecommerce site in X-Cart...Next I will need a payment gateway...I assume that the payment gateway is responsible for CISP, correct?

There are some new laws that are coming out for hosting companies - but any payment gateway that you get, you will want to make sure that they are CISP compliant. And you can locate that list on Visa's website
