what constitutes a foreign seller on paypal?

I'm trying to work these questions out from the paypal site but I'm finding it hard to understand their website...

1.Can you be a UK company and have a paypal.com account or does being a UK company force you to open a paypal.co.uk account?

2.Is there a difference beetween paypal.com and paypal.co.uk?

We're finding it tricky to work out what a 'foreign seller' is in paypal language. Does that mean a company or individual with an account based in a country other than where they are from or does it just mean "not American"?

Open an account where you like; it will end up being paypal.co.uk AND paypal.com/uk - they use both with no logic that I can see.

As for 'foreign', I suspect it depends on the context, but tends to mean "not U.S.".

I'm glad its not just me who sees a lack of logic in the .com/ .co.uk setup at paypal.

I feel less thick now!
