Why unable to add credit card information on Paypal?

I have problem in adding credit card information on Paypal. The information and verification code are correct. I also cannot use the card to make payment to seller. What should I do? It is US credit card.

Card is unable to be verified. The number is correct and it is US credit card.

I had same problem when a card that was previously OK, verified, and had been used on Pay Pal, was then updated i.e. new card issued because previous one had expired - so I had then to get reissued one verified with it's updated expiry date, and Pay Pal's error message said it couldn't accept it. I suspect they were getting some sort of anti-fraud error because it is a US credit card, but my address is non-US.
Anyways, I gave up.

I am not too sure exactly what methods might be used to verify the card. There is always the Luhn's method first. And that can be server-side. They might be using another method as well which just might have been down at that time.
