Is TMF/Match list only effective on US citizens?

I have read some terrible stories regarding TMF/Match list and termination of merchant account

If I have a merchant account in a bank outside United States

Will it possible that account be put into the TMF/Match list?

Since the list is handled by the card associations, yes it is possible. Hopefully you won't be in that position though.

The answer is yes, you can be be placed by any bank which you have hold a merchant account with.

As far as I know, the only way to get off the list is by talking to the people who placed you on the first place.
