I am wondering what the best way is to collect necessary CC information for offline billing? I am able to process the cards myself, so my thought is if I can collect the CC information myself, I can avoid processing fees :) any input would be great, thanks!

Are you looking at someone buying from you online by providing their credit card details and then you, offline process their details?

I've set up a site using mals e-commerce for exactly that reason. it works well, although the user is transferred to mals site ofr the whole cart process.

Your main issue is security. You need to set up a page with a form on a secure server.

Get in touch with your host regarding secure pages.

So, your clients sees the product, clicks 'buy now' and the secure page opens, you'll note the url changes from an http to an https and the locked padlock icon is present. Once they have submitted their credit card info, a thank you page from your site appears and they are back from the secure server.

You could try actinic catalog which is very easy to use and does exactly what peewhy has just described, holding the transactions securely until you download them.
