Doing biz only within the States

Due to a recent thread in PHP [webmasterworld.com]
If one choose to do only business within the USA
Could you list the Countries that you would most definitely ban?

I know that we could not list tens and tens of countries, so let's consider the most likely to be conducting some form of bogus biz

How are you doing? I have been banning many african nations , Nigeria is on the top from my side.

Pls. Am using apache mod geoip to do this

Nigeria is the only one I have had repeated problems with.

Have been expecting proxies to be used more. No doubt it will come.

basically, you cannot reliably bind IP to location. No way.

A little explanation: there are proxies to hide behind to pretend to be from US, and there probably legitimate US customers who look like they are not from US (say, their company is using an AT&T gateway in UK).

And so on, and so forth...

we don't allow a billing address different than the IP country, if shipping and billing addresses don't match orders get a phone call to verify, shipping can't be out of USA if billing is in USA. we also block most of Africa entirely. Since putting in these measures not a single fraud order or chargeback. I also highly recommend authorize.net's fraud detection suite.
