Would you decline a 'bulk' order?

I have a site which sells a handful of niche website templates for a particular authoring program. Sales are really low but the site makes enough to pay its costs and I see it as a learning experience as much as anything. I've just received an enquiry asking if I'd give a discount for an order of about half the templates which are currently shown on the site. Presumably the person is intending to either set themselves up as a "designer" using the templates as a portfolio or they're thinking of setting up a competing site and they'll attempt to resell the templates, which is against the T&Cs.

Is it better to decline a sale altogether to protect your niche or just go through with it and hope that there's no ulterior motive?

Personally, I always decline these 'deals' when they arise. More often than not they're only trouble or don't amount to much anyway.

Have you asked him straight out why he needs so many templates? Is he aware of the terms of use? If his answers are satisfactory to you-sell them at a little discount. He may have valid reasons-and EVERYONE likes to feel that they are getting a deal.

I have asked him now - he says he's going to set himself up as a designer and use the templates as a basis for his sites. He sounds genuine so I've offered him a small discount - we'll see what happens next.

Thanks for the replies. ;)

Keep a careful eye on him... and be sure he doesn't resell them. If he does then come down like a tonne of bricks!
